01 August 2022 – The Municipality of Alegria, Surigao del Norte join and support the nation in the implementation of the Community-Based Monitoring System (CBMS) 2022 Nationwide Roll-out.

A CBMS Municipal Level Training was conducted last July 20-28, 2022 to 30 newly hired CBMS personnel composed on 23 Enumerators, 5 Team Supervisors (TS), 1 CBMS Area Supervisor (CAS), and 1 Head CAS. Most of the personnel and resources will be funded by the Philippine Statistics Authority (PSA) while three of the identified Enumerators and one of the identified TS will be shouldered by LGU. The LGU funded CBMS personnel will be assigned to three upland barangays particularly Ferlda, Camp Edward, and Budlingin while the PSA funded CBMS personnel will be assigned to nine remaining barangays specifically the barangay Pongtud, San Juan, Alipao, San Pedro, Anahaw, Poblacion, Gamuton, Julio Ouano and Ombong.

During the courtesy meeting with the PSA training team and CBMS team supervisors on July 28, 2022, Mayor Rene G. Esma encouraged the CBMS personnel to gather quality and appropriate information during the survey. He inspired and provided the personnel some useful tips in the conduct of the survey in order to capture the attention and connection of the respondents and gather the real information.

Meanwhile, the CBMS team conducted a CBMS Roadshow on July 25, 2022 right after the flag-raising ceremonies. Statistical Analyst Helen Grace Rubio of PSA Surigao del Norte presented the brief information about CBMS which will officially conducted on August 08, 2022 in the entire Philippines. The CBMS is facilitated by PSA as the lead agency in partnership with the Department of Interior and Local Government (DILG) and Department of Information, Communication and Technology (DICT).

Mayor Rene G. Esma encouraged everyone to support the CBMS survey once the official enumeration survey will begin and that the CBMS Enumerators will visit in house to house to ask relevant information.

The Municipality of Alegria participate the CBMS implementation by signing a Memorandum of Agreement with PSA and DILG. To officially support the CBMS, the Municipality issued executive orders like Executive Order No. 2022-004, Series of 2022, An Order Organizing the Creation of Municipal Community-Based Monitoring System (CBMS) Coordinating Board in Alegria, Surigao del Norte, and Executive Order No. 2022-09, Series of 2022, An Order for The Full Support, Participation, And Commitment to The Community-Based Monitoring System (CBMS) Nationwide Roll-Out Implementation in Alegria, Surigao del Norte.

The CBMS survey is a nationwide activity conducted regularly and simultaneously conducted every three years pursuant to CBMS Act of 2019 know as Republic Act No. 11315, “An Act Establishing A Community-Based Monitoring System and Appropriating Funds Therefore”. The CBMS law was signed into law on 17 April 2019 by President Rodrigo Roa Duterte. The law enables the Philippines’ adoption of a community-based monitoring system which generates updated disaggregated data necessary in targeting beneficiaries, conducting more comprehensive poverty analysis and needs prioritization, designing appropriate policies and interventions and monitoring impact over time.
